Kenya raises alarm as flooding death toll rises to 76, with thousands marooned by worsening rains NAIROBI, Kenya (AP) — The Kenyan government on Monday urged people living in flood-prone areas to relocate to higher ground as heavy rains and flash floods continued to wreak havoc across East Africa.At least 76 people have died and 40,000 displaced from their homes since the rains began pounding the country in October. 16-year-old boy shot in drive-by on West Side CHICAGO — A 16-year-old boy was shot during a drive-by on the city's West Side.The shooting happened around 9:40 a.m. Monday in the 1200 block of South Albany in the North Lawndale neighborhood.Police said the 16-year-old boy was walking when a black SUV, possibly a Ford Explorer, approached and someone inside fired shots.The teen was shot in the hand and thigh. He was transported to Mount Sinai Hospital in good condition. According to police, the offending vehicle fled eastbound, then northbound on Sacramento. Here are the states with the highest average student debt (The Hill) -- A new analysis says Maryland has the highest average student loan debt per borrower, coming in at more than $40,000 each.Degree Choices, an organization dedicated to helping students with their higher education journey, analyzed federal data to rank the states with the most student loan debt. The top five states are all on the East Coast, with Maryland in first at $43,116 per borrower. Georgia comes in second with an average of $41,775 each, Virginia with $39,599, Florida at $38,683 and South Carolina borrowers showing an average of $38,360.The bottom five states all show an average of less than $32,000 per borrower. North Dakota has the least amount of average student loan borrower debt per borrower at $30,000. Wyoming is second to last at $30,357, after Iowa at $30,759. Austin auto theft on the rise AUSTIN (KXAN) — Auto theft in Austin continues to be a growing issue as more and more people are falling victim.In October of 2022 there were 403 auto thefts, but in October of this year, there were 575.A look at yearly data shows a 32% increase in auto thefts. So far this year there have been 5,633 according to the APD Chief's Report.Back in May, detectives said they were investigating a growing number of thefts targeting Kia and Hyundai cars throughout the community.The Austin Police Department’s auto theft interdiction team said some of these auto thefts are likely part of the “Kia Challenge” making the rounds on social media. The City of Austin Utilities is reminding neighbors about its Gift of Comfort program, which allows anyone to donate money and make a payment towards a specific customer’s utility bill as a gift.
